The gameplay won't be as smooth as they did in Legion in WOW WOTLK Classic Gold that zones contain a level range. This means you won't be able to out-level an area that you want to spend the whole story in, and it means you won't wander back to a starting area when you've reached the limit and are battling against the wolves. This will also allow you to choose the order in which you explore expansions. For example, both Outland and Northrend will be able to scale between levels 60-80. so you won't necessarily need to complete Burning Crusade content once you get to 58 or less. Additionally, all of the above scaling is applicable to rewards and dungeons, in the hope that you will be able to take what you want and not be penalized.
Blizzard discussed a great deal today about the new Battle for Azeroth expansion. The leveling changes will not be directly linked to it. Instead they'll arrive in conjunction with the 7.3.5 update. This patch will roll out on the PTR in the next few weeks.
