Pizza dough is a yeasted dough that necessitates the use of active dry yeast. Make careful to verify the yeast package's expiry date! Too old yeast may be dead and may not function.

Also, if the yeast does not froth or bloom within 10 minutes of being introduced to the water in Step 1 of papa's pizzeria Dough, it is most likely dead. You'll have to start from scratch with fresh, active yeast.
