The British Council and Harvard English Language Assessment (formerly known as UCLES) introduced its English Language Testing Program (Toefl), or IELTS, in 1980. Its novel structure reflected the evolution of "communicative" language learning and "English for specified purposes," among other changes in language teaching and learning. The purpose of the test tasks was to simulate how English is used in the "real world."
