Despite challenges around battery technology and consumer acceptance, the long-term outlook for e-motorcycles remains promising. We anticipate that global e-motorcycle sales will grow from roughly 1.1 million units in 2020 to 3.6 million by 2030, at a compound annual growth rate of 14.4 percent.
As gas-powered motorcycle markets continue to decline due to an aging consumer base and an increasingly stringent regulatory environment, it’s good business sense for major OEMs to pursue the only segment of the market that’s consistently growing — e-motorcycles. The global motorcycle market, with 38 million annual unit sales, will need to become fully electrified. Increasingly stringent emissions standards continue to make gas-powered motorcycles more expensive, and several city and national governments are moving to outright ban internal combustion engine (ICE) motorcycles.
For example, Tokyo plans to ban the sale of gasoline motorcycles by 2035; other cities in the Asia Pacific region, such as Hanoi in Vietnam, are expected to ban ICE motorcycles sooner. Cities and countries also offer e-motorcycle purchase incentives such as a U.S. federal tax credit of 10 percent or up to $2,500 off e-motorcycle purchase price, and are mandating the creation of low and zero emissions zones. More than 250 cities across Europe have a low emission zone. Additionally, lithium ion battery prices continue to decrease, and range capabilities continue to improve, which is making electrification more attractive for the major OEMs.
Momentum behind e-motorcycles is building with the major manufacturers. In February, Harley-Davidson unveiled its five-year plan called The Hardwire. The company’s plan included creating a new division specifically for e-motorcycle development. This structural change should enable Harley-Davidson to better focus its efforts and more rapidly develop e-motorcycle products over the next decade. In the near-term, it is expected to roll out a mid-power, lower cost e‑motorcycle in late 2021 or early 2022.
Honda is also making significant investments in e-motorcycles. The Japanese motorcycle company filed patents in August for electric versions of its CB125R and CB300R motorcycles, which are small, high volume bikes popular in India and other major motorcycle markets. By leveraging existing parts and designs, Honda could create lower cost e-motorcycle solutions. The company also has been investing and piloting battery swap programs with its PCX seated e-scooter and Mobile Power Pack batteries in Indonesia and the Philippines. Battery swapping involves the manual or automated switching of a vehicles’ discharged battery pack for a fully charged one, avoiding the delay associated with traditional EV charging.

While unlikely to appeal to freewheeling Harley-Davidson purists, the LiveWire was drawing praise even before its launch and has raised eyebrows since thanks to stunts such as beating a Tesla Model 3 in a drag race and traveling 1,000 miles in 24 hours (thanks to fast charging).
Perhaps surprisingly given its classic heritage, Harley-Davidson is something of an early mover in the electric motorcycle market, compared to other traditional manufacturers. Other industry leaders such as Honda and Kawasaki also boast electric models, but to a large extent, the nascent e-motorcycle market is occupied by electric-only startups such as Energica and Zero.One is that the firm’s traditional products, sometimes stereotyped as an impulse purchase for men in a midlife crisis, risk falling from fashion for a new generation of riders. The state of the electric motorcycle market contrasts with the trend seen in other two-wheeler segments, where electrification is expanding rapidly — particularly in Asia.
Bloomberg New Energy Finance says that roughly 60 percent of two-wheelers in China were battery-based in 2019. The global share is about 30 percent, but it's mostly mopeds and scooters, said Nick Albanese, BNEF's head of new mobility research.
Electric motorcycles only have around 1 percent market penetration, said Albanese, “primarily as a result of limited model availability and cultural factors.”

It had Aermacchi bikes in the 1960's and 1970's, branded RVs in the 1980's, and it purchased Buell Motorcycle in the late 1990s, though it was never a commercial success under its tutelage and was eventually shut down. It bought MV Agusta a decade later for $109 million, but sold it back to them less than two years later for just 3 euros, or less than $4.
When Harley-Davidson announced the LiveWire electric motorcycles in 2014, it had all the hallmarks of being in the same vein: a motorcycle far afield from its core heavyweight bikes for which it would have to appeal to a new, different kind of motorcycle rider.
The readily draws comparisons to Harley's racing-styled V-Rod that featured a Porsche-made liquid-cooled engine. Launched in 2001 to introduce the Harley brand to riders who otherwise might not have considered the bike maker, it was an engineering marvel that still draws accolades, but sales never amounted to much during its 17 year run.
Yet now with Harley-Davidson giving LiveWire its own dedicated showrooms, a separate (virtual) headquarters with hubs in Silicon Valley and Milwaukee, and allow it to operate as its own business, it looks like management is setting up this business in a new wat where there's a good chance the bike maker can be successful on both fronts. LiveWire is going to be both a motorcycle and a brand with its own identity. Gone are the iconic bar-and-shield logo, replaced by a leaner, lighter "LiveWire" name and stylized logo. In fact, the name "Harley-Davidson" doesn't appear anywhere on the bike.
Because it will interact only with participating dealerships "as an independent brand," it sounds as though this won't be a forced, top-down approach and will include only dealers who actually want to sell the bikes.
Harley has never released any hard sales figure for its original LiveWire electric bike, though analysts were numbering their estimates in the hundreds. Yet the biggest hurdle was its price tag. At $30,000, it was far above its primary rival Zero Motorcycles, which sells similarly sized electric bikes for one-third to one-half the price.
On the other end is Lightning Motorcycle that sells electric motorcycles across the pricing spectrum, with high-end models starting at almost $39,000, but also others at $20,000.
Harley, though, kept saying driving a lot of sales with the LiveWire was never its intended purpose, but was intended to serve as a museum-quality "halo" product.
The new LiveWire One, however, was just unveiled with a list price just under $22,000 (and federal tax credits could push it below $20,000 for buyers), indicating Harley wants this motorcycle to actually sell. It suggests this first bike from the brand could be every bit the success that the original was not.
